本标准规定了运营商网间点对点短消息互通服务质量的指标要求和对这些指标的测试方法，包括以下方面：固定网和移动网之间，固定网和固定网之间及移动网和移动网之间。其中固定网侧包括固定终端接入和固定无线接入两种情况。对于固定无线接入这种情况，本标准目前适用于PHS无线市话，其他无线接入可以参照本标准执行。本标准适用于运营商网间点对点短消息互通服务质量的检查和测试。

本标准适用于从事国际贸易的机构进行电子数据交换和信息处理 本标准代替ＧＢ／Ｔ１５４２１—１９９４《国际贸易方式代码》。
本标准与ＧＢ／Ｔ１５４２１—１９９４《国际贸易方式代码》相比，变化如下：
———根据我国国际贸易的实际需要，海关代码的广泛应用。调整了一些国际贸易方式的代码，以符合我国的对外贸易统计的需要；
———增加了一些新的国际贸易方式分类代码，例如“国际服务贸易”、“国际投资”，以适应国际贸易的主要发展方向；
———按企业的业务需求，修订了国际贸易方式代码的说明，以利企业推行使用。
